Education
Pakistan’s largest education reforms were built by
practitioners who understood how provincial systems work.
Governance Axis is led by education specialists who managed programmes worth over USD 300 million, working from early-grade classrooms to Higher Education Commission boardrooms. We reshaped provincial education systems, rebuilt schools in conflict zones, and strengthened teacher capacity at national scale.
What We Bring
Our education experts delivered system-wide reforms with USAID, UNESCO, and provincial governments—building stronger institutions, professionalizing the teaching workforce, and improving governance where standard approaches often fail.
Education reform for us isn’t theoretical—it’s measured in children reading at grade level, teachers confident in their classrooms, and systems that continue functioning long after donor funding ends.
Governance Axis designs interventions that link policy reform, teacher education, infrastructure resilience, and digital innovation—ensuring every investment leads to better learning and fairer access.

What Our Team Has Done
Strengthening Education Systems & Governance: Our team played central roles in USAID’s USD 159.2M Sindh Basic Education Programme and Khyber Pakhtunkhwa Education Sector Reforms Assistance (part of a USD 380M+ programme)—introducing policy frameworks, decentralizing school management, and strengthening decision-making systems that continue guiding provincial education planning.
Teacher Education & Professional Growth: We helped elevate teaching quality through the USD 144M Pakistan Reading Project—improving practice for over 27,000 teachers and outcomes for 1.7 million students—and through the Pre-Service Teacher Education Programme, which informed national CPD standards and curriculum reforms now adopted countrywide.
Access, Infrastructure & Educational Resilience: Our team contributed to USAID’s USD 56.2M FATA Education Recovery and major reconstruction components of SBEP—ensuring schools were safe, resilient, and inclusive, especially for girls and learners in fragile or conflict-affected contexts where education infrastructure had been destroyed.
Higher Education & Workforce Readiness: Governance Axis experts worked with the Higher Education Commission, universities, and technical institutions through the USAID Merit and Needs-Based Scholarship Programme (~USD 34M) and University Partnerships Initiative—strengthening institutional governance, faculty development, and research linkages with labor-market needs.
Why It Matters
Governance Axis helps education systems work better and reach further. Our team has trained more than 150,000 teachers, improved learning environments in over 1,000 schools, and helped governments and donors adopt policy frameworks that sustain progress beyond single project cycles.
When we engage, programmes don’t just build schools—they strengthen governance, improve teaching, expand opportunities for learners, and embed systems that survive transitions.
