Economic Growth & Private Sector Development
Economic recovery in conflict zones isn’t theory.
It’s reviving businesses while militancy is still active.
Governance Axis is led by economic growth specialists who designed and managed programmes worth hundreds of millions of dollars for USAID, IFC, and bilateral partners—turning recovery strategies into livelihoods, jobs, and lasting opportunity across Pakistan’s most challenging environments.
What We Bring
Our economic growth specialists led initiatives worth hundreds of millions of dollars, working where policy meets markets and where enterprise recovery requires both speed and sustainability.
We go beyond frameworks and reports. We help governments attract investment, businesses access finance, and communities rebuild productive livelihoods after crisis.
Governance Axis designs strategies that combine enterprise development, investment facilitation, workforce readiness, and enabling environment reforms—focusing on market systems that function and growth that reaches those who need it most.

What Our Team Has Done
Economic Recovery & Stabilization: Our team designed and led USAID’s USD 24M Economic Recovery and Development Activity and the USD 50M Economic Stabilization Programme for FATA—revitalizing hundreds of conflict-affected SMEs and creating livelihoods in regions where militancy had destroyed supply chains, markets, and business confidence.
Livelihoods & Resilience: We managed the USD 60M FATA Livelihoods Development Programme for displaced and militancy-affected populations and designed the USD 15M Sindh Agriculture Recovery Programme—introducing climate-resilient crops in flood-devastated areas and helping communities recover through enterprise and agricultural innovation.
Private Sector & Investment Promotion: Governance Axis team members guided IFC transaction advisory services (USD 2.5M) for grain storage PPPs in Sindh and Punjab, launched USAID/Pakistan’s first Global Development Alliance PPP initiative, and led SME financing strategies that brought commercial banks into development lending through practical risk assessment and tailored business planning.
Workforce & Youth Development: We designed and implemented the USD 73M Youth Workforce Development Project and USD 61.5M Workforce Development Initiative—connecting training with real employment and entrepreneurship opportunities. Nearly half of all beneficiaries were women.
Why It Matters
For Governance Axis, economic growth isn’t an abstract target—it’s measured in revitalized enterprises, functioning value chains, and people earning dignified incomes. Our work mobilizes private investment, strengthens market competitiveness, and builds economic resilience that lasts beyond the project cycle.
When we engage, programmes don’t just spend budgets—they create jobs, improve livelihoods, and strengthen the systems that allow businesses and communities to thrive under pressure.
